When dogs shed, they are shedding hair and attached to the hair is something called “dander”, which is the actual allergen that people can react to.
There are certain breeds that are “hypoallergenic” meaning they don’t shed (or shed very little), and shouldn’t make you sneeze and your eyes water. But before you buy a dog, you should spend some time with the breed(s) you are thinking of buying/adopting just to be on the safe side.
